The U.S. Navy's $3.7 billion program to modernize 11 Ticonderoga-class cruisers has been criticized by the Government Accountability Office (GAO) for poor planning and management, leading to nearly $2 billion in waste. Only three out of seven cruisers will complete the modernization process, and none will achieve the intended five-year service extension. The GAO cited 9,000 contract changes and quality issues, recommending the Navy analyze root causes and improve quality assurance.
