33-year-old Jamarr Dwayne Young, on probation for a felony conviction, has been charged with second-degree murder and five other felonies in connection with a hit-and-run that killed a bicyclist in Phoenix. The incident began when police responded to a domestic violence call and Young allegedly struck the cyclist while fleeing the scene. Young had been immediately aggressive towards officers at the domestic violence scene and refused to comply with police commands.
