Sacramento native Ralph Erskine Manning, an electrician's mate on the USS Harder, was reported missing during World War II after the submarine was sunk in the Philippines. The wreckage of the USS Harder, lost since 1944, was recently discovered 3,000 feet underwater near the Philippine island of Luzon, appearing upright and largely intact. The submarine and its entire crew of 79 submariners were lost during the U.S. attempt to retake the Philippines from Japanese forces. Manning's family has been informed of the discovery.
