10 states that did not expand Medicaid under the Affordable Care Act leave nearly 1 in 5 uninsured working-age adults in a "coverage gap." These adults earn too much for Medicaid but not enough for financial help on the marketplace, amounting to 1.6 million people aged 19-64 in these states. Alabama and Mississippi have over a quarter of uninsured working-age adults with no affordable health coverage pathways.
