Missouri assistant fire chief Matthew Tobben drowned when the boat he was in capsized during a water rescue in a flash flood in Boone County. Tobben and another firefighter had just rescued two people from flooded Bear Creek in Columbia when their boat overturned. Tobben's death marks the second fatality related to flash flooding in the area in about a week.
