33-year-old Scott A. Gann Jr., a Kansas man with a history of jail time in Atchison County, is back in custody. Police arrested him on Thursday, holding him on a Community Corrections detain order. Gann has been jailed over a dozen times since 2001 for failure to appear, domestic battery, and escape from custody, most recently in March for a month on charges of failure to appear and obstruction.
