Despite commitments to reduce HFC use, law enforcement agencies across the European Union struggle to keep track of illicit shipments, as smugglers resort to increasingly sophisticated tactics to evade detection. This illegal activity undermines a global pact to phase out HFCs, which do not damage the ozone layer but can be several thousand times more potent than carbon dioxide.
