Thousands gather in Gabon for the Inclusive National Dialogue (April 2-30) aimed at returning the country to civilian rule, as announced by military ruler General Brice Clotaire Oligui Nguema. The dialogue involves 28 military officials, clerics, traditional rulers, and civil society and opposition leaders, but opposition parties claim a majority of the 600 delegates support Nguema, and accuse the government of hiring civilians to create a false impression of Nguema's popularity. The dialogue aims to create a new constitution, determine the duration of the transition, and propose the political, economic, and social organization of Gabon after the transitional period.
