Waukegan City Clerk, Janet Kilkelly, faces more than a dozen felony charges, accused of official misconduct and misapplication of city funds. Kilkelly is alleged to have given thousands of dollars in credits, intended for businesses in good standing, to unqualified businesses applying for liquor and gambling licenses. The charges follow a year-long investigation by the Illinois State Police.
