Chow was arrested by the Hong Kong National Security Department for potentially violating laws against "collusion with a foreign country or external elements to endanger national security." Deputy Commissioner of Police (National Security) Kan Kai-yan confirmed her status as a wanted person and emphasized that Chow's actions were a disregard for law and order. Previously, Chow had been sentenced to 10 months in jail in November 2020 for an unauthorized assembly charge but was later released on bail with conditions.
