Iowa cuts income tax, raises fees, and Illinois enacts over 300 new laws improving various protections.

Starting 2025, Iowa and Illinois will implement new laws. Iowa lowers the income tax rate to 3.8%, the sixth-lowest in the U.S., and increases vehicle registration fees by $10. It also strengthens consumer data protection and requires permits for tobacco sales. In Illinois, nearly 300 new laws will enhance employee benefits, tenant protections, healthcare access, and public safety programs.
