Democratic Illinois House Speaker Emanuel "Chris" Welch is accused by his own staff of undermining an effort to unionize legislative staff. Seven months after Welch advanced a measure allowing staff to unionize, the legislation has not moved forward. The Illinois Legislative Staff Association claims Welch passed the bill to deflect criticism and privately colluded with Senate President Don Harmon to prevent further progress.
