The staff association, formed after the enactment of a labor rights amendment in 2022, alleges Welch is violating constitutional duties and refusing to engage in collective bargaining. The lawsuit seeks a judge to declare Welch's refusal violates employees' constitutional rights, appoint a mediator, and assure employees their rights to collective bargaining come without reprisal.
