Ministers are considering plans to ease UK's carbon-cutting targets by allowing unused portions of the last carbon budget to be carried over to the next period, against the Climate Change Committee's recommendations. This could make the next targets easier to meet, as the UK has emitted less CO2 than expected due to the pandemic and economic slowdown. Ministers must decide by the end of the month.
