The revised rule acknowledges the importance of GOES and the role played by Cleveland-Cliffs steel plants in Butler, PA and Zanesville, OH in supporting the U.S. electric grid. The final rule provides a five-year compliance period for companies to adjust to the new efficiency standards, addressing concerns raised by the industry and labor stakeholders.
