It took 17 minutes for Kerr to be retrieved from his cell and provided with medical help. This delay was mainly due to COVID-19 protocols and a lack of essential supplies such as water and food. The investigation, led by Victorian coroner David Ryan, is focused on understanding why the prison staff did not give Kerr prompt medical attention.
