Between July 2020 and February 2023, Higgins ordered excessive opioids for personal use, totaling $13,428.24. The lighter sentence was given due to his lack of criminal history, cooperation with the investigation, acceptance of responsibility, and engagement in substance abuse treatment. If Higgins violates probation, he could face up to 14 years in prison and is required to pay restitution to Kootenai County EMS.
