24 days after China's Dongting Lake's dike breach was sealed, rice transplanters returned to flood-hit fields in Hunan Province to resume agricultural production. Over 3,800 rescue personnel assisted in draining over 200 million cubic meters of water, causing the July 5 breach to flood 47 sq km. Local officials will provide affected farmers with free rice seedlings and agricultural services to plant on 3,000 mu of rice fields before August 3.
