China begins gradual consumption tax reform, local administrations to retain more tax revenue.
China will gradually implement consumption tax reform, allowing local administrations to retain more of the tax revenue, currently collected by the central government and making up almost a tenth of China's total tax revenues. The reform will standardize management of local governments' non-tax revenues and strengthen fiscal policy measures, according to Vice Finance Minister Wang Dongwei.
