Tibet's Central Tibetan Administration (CTA) continues back-channel talks with Chinese authorities via a 'third country,' according to Sikyong Penpa Tsering. The CTA intends to counter China's renaming of Tibetan territories by creating a map of Tibet with the names of all places in Tibetan. These talks, held in the beginning of the month, are part of the CTA's long-term plans and do not necessarily have expectations from the Chinese government.
