Political scientist Kyle Jaros' research reveals that state-level officials, such as governors, state legislators and attorneys general, are shaping U.S.-China relations during a strained geopolitical relationship. Despite the U.S. Constitution stating foreign policy is federal responsibility, it allows cities and states to engage in international relationships and agreements. Jaros and fellow researcher Sara Newland's study on subnational diplomacy or paradiplomacy, published in Publius: The Journal of Federalism, highlights state-level relations with China.
