University funding in England faces a "drastic overhaul" as one in five universities report a budget deficit; IFS suggests raising tuition fees or increasing teaching grants.

The Institute for Fiscal Studies (IFS) warns that university funding in England faces a "drastic overhaul" as one in five universities report a budget deficit. The thinktank suggests either raising tuition fees or increasing teaching grants to address the issue. With a tuition fee freeze set to lift in 2025-26, the IFS argues that the fee cap should rise in line with inflation, reaching £10,500 by 2029-30. This would avoid a real-terms funding cut of £1.8bn by the end of the decade.
