3-year-old Darlington County drowning victim's father, Kinshae James, arrested on drug and neglect charges after further investigation found illegal drugs and a neglectful environment at his home. Caretakers Christian James and Nashanti McCullough were previously charged with homicide by child abuse for leaving the child unattended. The child drowned in Black Creek on May 20.
