62-year-old Sebago man, Stephen Thuotte, is accused of assaulting another man at Portland Fish Pier on Monday. When officers arrived, Thuotte refused to respond to them, exposed himself, and yelled expletives. Police then used pepper spray and tasers to subdue and arrest him. Thuotte has been charged with assault, criminal threatening with a dangerous weapon, creating a police standoff, and refusing to submit to arrest.
