Gov. Laura Kelly signed House Bill 2536, or the SOUL Family bill, which offers Kansas teens in foster care the choice to select their own adult custodian for custody and support during and after transitioning to adulthood. The bill aims to provide an additional permanency option for foster children, empowering them to choose a circle of caring adults who will help them during their transition to independence.
