Virginia Governor Glenn Youngkin has proposed a series of amendments to the state budget, scrapping his initial tax system overhaul plan and maintaining funding increases proposed by lawmakers. Youngkin's 233 amendments aim to avoid a rare gubernatorial veto of the two-year spending plan, but set up an uncertain confrontation with the Democratic-controlled legislature when they return to Richmond in April. Dubbed the "Common Ground Budget", the proposal avoids tax cuts, keeps record investments in education, and includes a 3% pay raise for teachers and state employees in each of the next two years.
