4th Judicial District Attorney's office finds Colorado Springs Police (CSPD) Officer Matt Anderson's high-speed tactical vehicle intervention (TVI) justified during a police chase last year, which led to the death of a 20-year-old passenger, Henry Jackson, during a carjacking incident. Suspects were armed, wearing masks, and driving at speeds between 60 and 80 mph in 35 and 45 mph zones. The 4th Judicial District Attorney's Office determined that Anderson's use of force and TVI was justified, as he followed TVI instructions and considered the factors regarding vehicle pursuits as stated in CSPD's policy.
