The Japanese government has approved a plan to replace its controversial training program for foreigners with a new system that will offer greater job mobility and improved rights protection. The new system will supersede the Technical Intern Training Program, which had been criticized for restricting movements and serving as a cover for low-cost labor importation. With the new policy, trainees will be allowed to switch jobs in two years' time and apply for a specified skilled worker system that allows stays of up to five years and the chance for permanent residency.
