Hertsmere Borough Council in the UK, a joint Labour-Liberal Democrat administration, redirects £6.73 council tax increase refund per household to local charities & food banks instead of taxpayers.

The Hertsmere Borough Council in the UK, composed of a joint administration between the Labour and Liberal Democrat groups, has decided to allocate its council tax increase refund of £6.73 per household to local charities and food banks instead of directly returning the money to taxpayers. Only 4% of average band D taxpayers applied for the refund, and critics, such as Conservative councillor Morris Bright, have labeled the scheme "a con." The Labour Party has made a manifesto promise to refund the borough council element of the council tax to citizens.
