Sarnia police have started a campaign to combat shopping cart theft, aiming to talk to individuals rather than charge them immediately. Deputy Chief Ron Hansen says the goal is to use carts to connect with people who might need help or be involved in other crimes. Despite criticism for focusing on a small issue, the police believe addressing minor problems can lead to uncovering larger crimes. Since the campaign began on December 4, 650 carts have been stolen from local retailers this year.
