A Missouri judge has temporarily halted St. Louis' guaranteed income program, which provides $500 a month to low-income families, following a challenge from critics arguing the program is unconstitutional. The 15-day pause opens the door for further arguments about whether the program should be shut down. Mayor Tishaura O. Jones and progressive Democratic aldermen had championed the program as a model for poverty-reduction efforts.
