A grandmother, Joann Gibson, received a $105 speeding ticket from the City of East Cleveland, while her car was being towed. Gibson was en route to her daycare center when her minivan broke down, and she called a tow truck. She then got a ride to her destination. A few weeks later, Gibson received a notice of the fine, despite the ticket's photo showing her car being towed at the time of the alleged violation.
