Rotorua Lakes Council's Long-term Plan increases average general rates by 11.42% due to general ratepayers covering a larger share of a rural sewerage scheme's costs. The plan also includes $650,000 for a new skate park, $9.9m for an Inner City Masterplan, and increased contributions to the Tarawera Sewerage Scheme. Borrowing capacity will peak in 2029 with $38m below the internal debt limit.
