131 cities and municipalities in the Philippines declare a state of calamity due to El Niño, causing drought and extreme heat. Over 2.9 million people are affected, with 78,000 hectares of crops lost, costing 4.4 billion pesos ($76.2m). Cloud seeding is being considered in response, following operations in Cagayan province. The state of calamity allows easier access to funds for local governments. The El Niño effects are expected to last until May.
