52-year-old Granvell Kelly Ramey, a tow-truck driver, was arrested and charged with serious injury by vehicle, leaving the scene of an injury accident, and preventing apprehension-obstruction of justice for an alleged hit-and-run incident where he struck and injured a woman in Davenport. The incident occurred at the intersection of Rockingham Road and South Concord Street. Ramey is accused of texting and driving recklessly at the time of the incident.
