He wants to establish a National Infrastructure Agency and a 30-year pipeline of projects by 2025. The New Zealand Infrastructure Commission, an autonomous Crown entity, is tasked with developing the 30-year National Infrastructure Plan by the end of 2025, which will include a pipeline of infrastructure projects for the next 10 years, priorities for the next five to 15 years, and a high-level needs assessment for the next 30 years.
