Judge dismisses Arizona Superintendent's lawsuit against dual language programs for non-English speakers. Maricopa County Superior Court Judge Katherine Cooper ruled that Arizona's schools chief, Tom Horne, lacked the legal standing to file the lawsuit challenging the programs, which teach non-English speaking students in dual language models approved by the state Board of Education. The lawsuit sought to shut down dual language instruction across Arizona.
