Washington state House has passed a bill banning police from using the hog-tying restraint method, which has drawn concern due to the risk of suffocation. The legislation comes almost four years after the death of Manuel Ellis, a 33-year-old Black man who died in Tacoma after being hog-tied by police. The bill must return to the Senate for verification before reaching Democratic Governor Jay Inslee's desk.
