A foreign grocery chain may not easily enter Canada's market, despite industry minister François-Philippe Champagne's belief that it would create competition. Canada's population is small and spread out, making it a challenging market. Additionally, the country already has a handful of dominant food retailers, and if prices were truly inflated, new entrants would have already appeared.
