Azerbaijan has completed a large-scale amnesty affecting over 22,000 people, marking the country's most extensive such action since 1996.
The measure, enacted in December 2025 as part of the "Year of Constitution and Sovereignty," included the release of 5,348 individuals from prison, a six-month sentence reduction for 3,555 others, and relief from non-custodial penalties for 9,714 people.
Additionally, 1,059 individuals on probation or parole were released, and 3,259 people had criminal liability lifted.
