South Korean minister pledges legal remedies for past adoption abuses.
South Korean Justice Minister Jung Sung-ho has pledged to expand legal remedies for victims of past state abuses, including foreign adoptees, calling the country's historical adoption practices "forced child trafficking."
Speaking in an April 9, 2026, interview, Jung announced the government will refrain from appealing favorable rulings in such cases.
This follows the relaunch of the Truth and Reconciliation Commission, which found the state responsible for widespread fraud in the adoption system driven by cost-cutting.
Under a new law effective February, victims have a three-year window to sue despite expired statutes of limitations, and the ministry plans to drop time-limit appeals in over 800 cases.
