Starting April 2029, salary-sacrificed pension contributions above £2,000 annually will no longer be exempt from National Insurance Contributions, under reforms passed by MPs.
The change, based on the Chancellor’s 2024 budget, affects a portion of basic-rate taxpayers using salary sacrifice, with 74% expected to remain unaffected.
Those exceeding the limit will still get NICs relief on the first £2,000 and full income tax relief on all contributions.
A proposed increase to a £5,000 threshold and a separate Conservative effort to exclude excess contributions from student loan repayments were both rejected.
Critics warn the move could increase financial pressure on students, though the government says 90% of under-30s repaying student loans will not be impacted due to typical savings below the threshold.
