Kentucky Governor Andy Beshear has signed legislation creating a residential safe room rebate program set to launch in January 2027, offering homeowners up to $5,000 in rebates—50% of costs—for building or installing safe rooms in primary residences.
The initiative, administered by Kentucky Emergency Management, responds to 15 federally declared weather disasters in six years and aims to improve storm safety.
The program builds on 15 years of FEMA-funded community safe room projects that created 97 shelters across 32 counties, with a combined capacity for over 44,000 people.
Funding for the new program remains pending, as no funds are currently available from KYEM or FEMA.
