Sell earned 40% of the vote, while Enriquez, a grassroots activist, secured 19%, advancing over Matt Smith.
The winner will challenge the Democratic nominee in November’s general election to succeed retiring U.S. Representative Jodey Arrington.
The district, spanning much of the Texas panhandle with a population of about 787,000, has historically favored Republicans by margins exceeding 70%.
Early voting for the runoff runs from May 18 to May 22.
