St. Catharines councillor Haley Bateman is urging the Ontario government to create a new funding deal for Niagara, citing years of underfunding that strain services amid rising costs from homelessness, mental health, housing, and emergency care.
She says the province’s practice of mandating services without full funding forces local taxpayers to bear the burden, especially during the peak tourism season when the region sees 14 million visitors and $3 billion in revenue.
Bateman highlighted that policing now takes 39% of the region’s budget and that many emergency medical staff work full-time yet are classified as part-time without benefits.
She bypassed regional council, saying she doubted support for a formal motion, and called for systemic change, noting similar concerns have been raised for years by the Association of Municipalities of Ontario.
