Joliet has approved the first phase of a major data center project on 795 acres of farmland, paving the way for what could become the largest in Illinois.
The development, led by PowerHouse Hillwood Holding LLC, is set to begin construction in 2028 and includes plans for up to 24 buildings.
The project is expected to generate $310 million in property taxes over 30 years, create 700 permanent jobs and 7,000–10,000 construction jobs, and contribute up to $100 million toward local infrastructure.
The city’s conditional annexation agreement includes commitments on infrastructure, services, and community benefits, with oversight to ensure responsible development.
The vote passed 8 to 1, following a lengthy public meeting with strong community engagement and concerns over environmental impacts.
