Police concluded the investigation, stating excessive speed was not a factor, but inattentive and distracted driving were key causes.
The driver, whose identity is not being released due to age, failed to notice a car ahead had stopped to allow Brown to cross.
The case is now under review by city and county attorneys, who will decide whether to file charges.
