The lawsuit claims MacDougall used threats and promises of privileges to coerce victims into sexual acts, and accuses the government of inadequate supervision and ignoring reports.
MacDougall was convicted in 2000 on multiple counts of sexual assault and extortion.
Victims are automatically included in the class action unless they opt out, with mediation set for later this year.
