West Oxfordshire District Council, working with developer Grosvenor, is updating the outline planning application.
The development, praised for its sustainability and local growth model, follows similar projects at Dalton Barracks and Abingdon airfield.
Meanwhile, Eynsham’s £51 million park and ride facility remains delayed due to an incomplete access road, despite major construction finishing in January 2024.
