The CIT board, led by chair Kate Lundy, said it was unaware of the investigation during hiring due to legal confidentiality and relied on a positive reference from TAFE NSW.
McNeill, who maintains her reputation is intact, has not disclosed the allegations publicly.
ACT Minister Michael Pettersson learned of the findings after her appointment and has requested an independent review.
The nature of the misconduct remains undisclosed, and legal proceedings are ongoing.
